Having just been through both, Silver is so much worse than bronze.

Bronze is little kids and people who don't know what a video game is.
Silver is people who genuinely want to be a good league of legends player but are so unfathomably autistic and terrible that they physically cannot comprehend that they're completely abhorrent at this game.

Bronze players know they're bad, Silver players think that they are a future pro player. When bronze rage it's like a puppy that was rolled on its back. When silver players rage it's like a down syndrome child who just got their toy stolen from them so they start bashing their head in the wall and flipping tables.

I'm not fucking around here, I'm not exaggerating, the difference between silver and higher elos is that silver players have an inability to learn and lack the ability to look at themselves. People think they're in elo hell when they are actually in a hell they created by choosing to be ignorant. If you are a silver player reading this, please realize that everything is your fault. Don't autistically screech at everyone while I'm carrying you, you aren't good at the fucking game so just sit there and farm safely.

I'm not posting this because I just lost, I've been climbing perfectly fine. I'm posting this because I had the silver mentality a couple seasons ago and it held me back. Stop fucking worrying about your elo, learn to enjoy the game itself and let your elo ride alongside. You don't belong anywhere that you cannot consistently reach just from playing the game.

Theres a difference between knowing your bad and wanting to improve. Improving in league can take weeks upon weeks. Practicing cs, minimizing champ pool, constant looking at map awareness, knowing when to split vs group, etc. many people just don't have that dedication or strive to do it. Instead many low elo players treat ranked like an mmo grind, in the sense that "if I grind it enough, I'll make the next rank."

It's an incredibly unique mechanic, and I firmly believe that if they find it to be so hard to balance, they should try to rework it rather than remove it alltogether. Yes, we agree. Morde's kit in no way rewards tanky builds. You have to build him full AP or he's worthless. Which is why the juggernaut rework was so stupid. Riot wasn't pleased that people were building him as a squishy burst mage because they felt it didn't fit his theme, which I agree with, and yet here we are now.

So how do i take over the game as an adc? For example i find it harder to force a win if i'm fed since i take time to scale and can't push objectives myself since i'm still a squishy adc.

Like if i play a top lane bruiser i usually have a mix of damage/tankiness and can just over shadow the game and force my team to win even if they don't want to. Sometimes i play champs like irelia that are overbearing with their mobility too, etc.

Best way I think is to get your team on objectives and rotate around. Adc's are team reliant so you I think you want to try following or directing your team to fights that you can win. A lot of times I'll just be in a place the enemy adc isn't and I'll help the team out that way simply because I'm paying better attention to the map and know maybe better how to push waves and then rotate.
