Every %chance in the newer FE games, as far as I'm aware, are rolled separately.
Knowing this, each skill gets its own roll for activation.

The use of a plural "rates" implies that each rate gains a +10% modifier.
If it were your first suggestion, it would say "Adds 10% to chance of activating a skill" or something.
I'm not sure what you mean by diminishing returns, if each skill gets a +10% chance to activate and are rolled separately(which I'm pretty sure is the case) then it would go something like
Skill1 chance = 40%. + 10%. New chance = 50%.
Skill2 chance = 30%. + 10%. New chance = 40%.
They both get a roll of a number between 1-100 separately so nothing diminishes?

And for your third suggestion, how would the game roll all the skills at once? They are all rolled for each hit that is struck(exception being you can't proc astra mid-astra unlike other skills) in some kind of order I imagine but all the skills that pass the roll will activate with an unchanged likelihood

Does Defiant Def + Ignis + Threaten Spd on Seliph sound good?

If Defiant Def stack with Tyrfing's effect, Ignis is going to really hurt. Plus, Threaten Spd lowers his chances of getting doubled while Brash Assault makes him hit twice.

So I plan on 5*ing both my female Corrin and adult Tiki as soon as I've enough feathers, probably within like 5 years, their legs are a miracle of the universe and Corrin was also my very first pull

Diminishing returns do occur with separate rolls.

Let's consider (without HU):
Skill 1 (Aether): 20% activation. 20% of your attacks will trigger Aether.
Skill 2 (Sol): 40% activation. However, if rolled separately and Sol has lower priority, then Sol will only be rolled if Aether does not trigger. Since Aether does not trigger 80% of the time, Sol will only trigger 40% of that 80% = 32% overall.

So in any one attack, you have a 20% to trigger Aether and a 32% to trigger Sol. This is diminishing returns, and the way that I think the game actually works, because it's the most logical way.

Another way is that everything is rolled at once, and then the game rolls again to see what activates proportionally. So a die is rolled for Aether and a die is rolled for Sol. If Aether is rolled but Sol does not, Aether activates. If Sol is rolled but Aether is not, then Sol activates. If both are rolled, then the game rolls another die to determine which one triggers (done proportionally, so Sol has 2x the rolls of Aether since it has 2x the activation rate). Math:

Sol is rolled (40%) but Aether does not (80%) = 32% activation
Aether is rolled (20%) but Sol does not (60%) = 12% activation
Both Sol (40%) and Aether (20%) are rolled = 8%. Game then rolls again. Proportionally, Sol has 2x the activation rate of Aether, so it will trigger twice as often. In this case, that 8% total becomes 2.7% Aether and 5.3% Sol

Overall Sol trigger rate = 32% + 5.3% = 37.3%
Overall Aether trigger rate = 12% + 2.7% = 14.7%

HU's +10% can be added to any of these steps in any of the cases, which is why I said there were a multitude of ways to interpret HU's +10% activation rate.

These are just the 2 simplest activation methods I can think of off the top of my head, there may be more complex methods.
