I love to change my villagers clothes around but i'll tell you how to almost do it effortlessly anyway:

-order from the catalog the shirt you want him to wear, get 5 pieces
-write 5 letters, i prefer to write the same letter. for example:
friend
present
friend
-put the 5 clothes in the letters and send them.

it works 90% of time, they only get one extra shirt on their house so you can buy it off later in a visit. but if you want a 100% chance do the new file trick until you see him wearing it.

other option is carrying the clothes around until they ping you about swaping it or buying it for you, but that one is really a 50/50 in my experience.
