genji is picked all the time as a flanker, mostly because good ranked players used to play him all the time back when he was broken so he's basically a comfort pick for a lot of good players. They just use him to dive the backline and take out healers or certain dive-prone DPS characters like widow or even soldier, genji can often dive the enemy team for free because his super high mobility, as well as his deflect which is one of the best abilities in the game, can make him really difficult to kill even when he's a mile away from any of his teammates. Times to not play genji: when the other team is stacking tanks.

McCree is honestly not very strong right now and pretty much the only time he gets picked is when a player is confident enough in their ability to dick on the other team so that they pick mccree over soldier. Basically McCree's weapon is railgun precise accurate but it just doesnt do that much damage, plus he has to reload constantly because "le six shooter xd." McCree is still a fucking blast to play, but you have to work way harder on him to get value when you could just play soldier or bastion and get guaranteed value while having to work like 1/8th as hard for it. McCree's kit is also kind of shit, his ult is one of the worst in the game right now and his pocketsand is on an obnoxious 10 second cooldown while not really being that great of an ability. Also, fan the hammer is just kind of a lame panic button ability that I, personally, only ever use to burn down shields. I dont like using it to follow up a pocketsand stun, I'd rather go for the domeshot just because its more fun. Combat roll is ok.
