You're mistaking authority for capital A Authority. Reality reshapes itself according to Primate Murder's desires when it comes to its sphere of Authority, and that happens to be "whether to kill or let live a person". From the ending of GO, we now know that encompasses "deciding whether a person lives or dies" when it's a special location like the Temple. IIRC the way Excalibur works is by accelerating Artoria's own light and Dragon powers.
Since Clarent's power is to "amplify" it can do a similar thing of Accelerating and launching Mordreds "light" and dragon properties. I'm guessing once you teach her it it ranks up since she knows how to use it better?

Demonic appears to lack a sword beam while the holy version appears to be able to perform a swordbeam-esque attack.
