yeah there is, but it really depends on being lucky with drops. There is a shitty mace quest and a shield reward with spirit they could be using at that level but it's not that much better.
Most int stuff would be from the AH and those get snagged immediately. And they could just be unlucky with dungeon drops.
Also if they're not 5/5 illumination, which i doubt they are at that level, spirit isn't bad to have.
They should have found a shitty int mace and use the orb of whatever offhand but it's again not that amazing of an upgrade.
TLDR: it's not as shitty as you think it is and you're a silly billy. Also doesn't matter.

Is there a class tiers guide for TBC?

I'm thinking of druid for TBC but I don't know how good they are as tanks, as DPS, or in PVP. I assume they are good healers.
