How does declaring war work in Darkest Hour?

>Play as Brazil because it's a newbie-friendly country that allows you to build up your industry
>See I'm surrounded by difficult terrain, decide that if I want to unite Latin America under my iron fist I need to go for special forces (paratroopers and marines) that can rapidly take VPs while my main army keeps them busy at the front
>Build up, WW2 starts
>Decide I'l just join the Axis because I assumed it'd allow me to declare war on everyone with impunity (like in HoI 3)
>Still can't declare war on my neigbors

So what can I do? I know that increasing an enemy's belligerence through espionage works, but that means throwing a lot of money at a 10% chance of only slightly increasing the enemy's belligerence. I'll be years into the game before I can even declare war on a single enemy.

I must be doing something wrong, considering others before me have used Brazil to conquer Latin America with ease.

All I know is that increasing spending helps crime fighting. Do you still need to increase bureaucratic spending to collect more taxes or increase pop promotion, or is that tied to efficiency?

Probably, yes, but not instantly.
From what I can tell from crime.txt (inside the common folder), terrorist cells, mafia, citizen guard and immoral business are by far the worst, all others (including anarchic bomb throwers, somehow) only affect the politics of the country. Out of these, immoral business is probably the absolute worst, with an RGO hit of 20%, while citizen guard affects the RGO output by -10%, factory throughput by -5% and liferating by -2% (which could make a province with an original LR of 35 have the same effects of a 30 LR).
But trusts are pretty bad too, they increase the poor everyday needs by 30%, that's a lot and should affect militancy.

Navies are for inflating MIL score so other counties leave you alone when you break the infamy limit.
They, along with naval bases, help with colonial points so you can colonize the darkies.
The also let you transport your soldiers around the world more quickly than walking.
The last thing you want to use your navy for is actual fighting.

Here's what I've found, if anyone else wants to dig in the files.
Events 1200-1217 appear to be reserved for Crime issues, with the only option to respond to it being "OK". These events don't even show up for the player, but they have to fire to trigger something happening. Finding the event bloc in the vanilla files would probably give the % chance stratification.

25 years in and it seems like I can't really do anything. UBP is a comfy little Russian satellite with lots of accepted pops, good literacy, and bad RGOs. I used my literacy to build some decent industry, but it seems like I'll never get enough score to become a GP and become independent. Maybe someone will pry me off Russia in a war or something.

Right now my plan is to get Ironclads and build a navy for more military score.
