No, QP will still suck. It has a toxic demographic, and that demographic will not go away even if there's something shittier to shit up.

I do hope we'll see more servers that simply exclude non-meta (or at least, dual-sniper or 3+ dps/0 tank) comps. Right now there's a lot of poorly put together servers, and it's not even entirely the players' fault. The UI for setting things up is subpar, and you can't even manipulate a lot of settings which could lead to interesting worthwhile servers.

After playing around with it on the PTR for a while, my guess is that it'll siphon off a majority of the casual "just want to fuck around" people from Quick Play and Arcade.

With the game browser there's really no reason to not just play that instead of QP if you only want to mess around and have fun. You can tweak the settings just the way you want them, make yourself overpowered, whatever.

So my guess is that QP will get at least a bit more serious and competent.

I think the only way they'd be able to get away with it is if it was a JRPG, and even then an outfit like Widowmaker's on a man is usually enough to get the game tagged as having partial nudity. Sombra is really rough at first. She's squishy and her gun feels about as impactful as Lucio's (which for an offense character is just sad). Her strength lies in her utility, really, I'd consider her an auxiliary healer a la Soldier:76, and she does lots of little things that really help out the team, like hacking Rein/D.Va to shut down barriers, and has a top-tier ult.

Just choose her on a whim every now and then and focus on that support role rather than trying to kill people. Pick off squishies highlighted by Opportunist by all means, but don't try to be a shit Tracer.

Forcing yourself to play her nonstop, though, is an exercise in frustration for exactly the reasons you describe. Take a break, try again later.
