The recon buffs and banging on Reinhardt's shield a bit harder don't justify taking away sentry headshots and don't solve the actual problems - of (a) Bastion being a bad pick, and (b) the three-tank meta still going strong when season 4 starts - that the dev team wanted to fix with the changes.

Nobody is going to go "Oh they have too many tanks, I know! I'll switch to sentry Bastion to counter them!" and change jackshit.

"Overall buffs", yeah right. Maybe if you never land any headshots with the aiming that doesn't count as real aiming, or if you run around holding M1 and missing all your recon shots all day.
