But yeah, the Copy X- Omega duo fight probably didn't happened because of his plan of taking Neo-Arcadia's governenment for himself. He needed to make sure Zero was to blame for Copy X's death.
If Omega was there, people would question why Omega let their precious lider die like a bitch.

Agni and Rudra style, thats the final battle, afterwards Weil pulls a Eggman and tells everyone what happened.

Copy of Copy X and Omega were kinda easy once you got good, I feel like a dual boss would be more challenging.

Also, in Z1, you should Copy X in his default armor, he would have less than normal health for a boss, and once it came close to zero, he transforms and equips an armor, going from the armors from X1 until X8 (or X6, depending of canon preferences), until he only had Ultimate Armor left on the final part, it would make his fight a lot more interesting, also, scrap that second form of his, the fight aginst X would only be fitting if uses powers that the player uses,like in X5, its either default armor or Ultimate, but the cool thing about it is that he uses the same move avaliable to the player.

I had an idea like that, in X4 you could help and be helped by some of the guys from X5, as to bring continuity, but its similar to what you said.

For Z4, I would envision something like this

Their PROGRAMMING is where the difference lies.

I like JRPGs. I like Mega Man. I like the Internet. I like card games. I like BN's style and designs.

Each subsequent game improves the games little by little. Even 4, though 4 is kind of more of a "one step forward, ten steps back" kind of deal.
