I thought it was but in this recent QA with riot it's not mentioned.

The basic rules for key fragment drops are:

We're not seeing other classes edge marksmen out of bot lane. So far Ziggs is the only mage getting meaningful play as a farming bot laner and, while he looks a bit strong, we're still happy with his presence there. Long term we'll likely look at whether there are a couple of other mages we could get into bot lane in a similar way (tower taking power's probably some of the answer there)

FNC's obsession with flex picks left them with an unfavorable team composition compared to VIT's.

It's a low damage comp, it's not good early game, and when your comp isn't good early, it should be GREAT in lategame. This comp outside of Maokai isn't particularly great late, and AD Kennen doesn't really scale as well as a conventional bottom lane marksman. Ashe over Kennen would alleviate that a little.

MORDE ADC REWORK

Passive: A percent of Mordes damage is converted to a shield equal to 100-200% of his total ad.
Q: Empowers next 3 autos. Deals extra damage, the third strike deals damage in an aoe, and knock the enemies spirits out of them, which attacks their owner once before dissapearing.
W: surrounds target and himself in shards. Mord gains MS toward them, and when close deals extra damage in an aoe.
E: Morde holds out his mace for 0.75 seconds, unable to move or deal damage. THis ability is replaced with the first ability to hit him during this time. Has long CD.
R: Morde curses target for 10 seconds, dealing initial percent health damage. During this time, if target is killed or Morde knocks out their spirit with his q, the champions becomes his spirit slave for 20 seconds.

Who should I one trick as adc besides jhin and mf? I'm somehow decent at mf but still performing noticeably worse on her than on my main jhin, and he's getting picked/banned sometimes even in my shitter elo. Thinking about ashe but I dunno how she will fare in low elo and in my hands (too used to jhin playstyle by now) and she's not fotm lethality. I'm bad at ezreal and he feels like he doesn't do too much dmg as a whole and more like just pokes endlessly. Varus even more so. I just don't know, but I definitely don't want shit like vayne who goes ham in melee and either starts raping or dies, I want to be able to stay safe.

In my opinion the Shurima Shuffle is a way to powerfull move to stay as it is even with nefred range and it will make him another big ult teamfight bot. I think that would also hurt his theme, being an untouchable emperor that uses his army to fight for him. And he is the only one long range dps mage which I always found cool and this is why I sticked with him throughout the highs and lows mostly lows.

I'm still upset about the rework but yeah, he is quite unhealthy to play against and there is not really much they can do balance wise about him.
