As a result you are expected to let them pick up some minions. It's no big deal, especially in low Elo wherein after laning phase ends everyone is all over the place with zero focus.

It's not right if your mid wanders down (or up I guess) during laning phase and takes your wave because they have no waves of their own though.

Well if the high ping is just because of the distance, you should be able to play most champions that do not have VERY slow skillshots

The thing is, if I am getting 150ping on EUW, I know that I am not actually getting a 0.15 second delay - What is going on is packet loss or worse.

Garen can work since he autopilots with E, but be cautious about using things like Tryndamere, because from my experience it's impossible to cancel your autoattack animations properly with lag. Applies to xin too.

Not a Viktor main, but the e upgrade is still his number one priority. If you can't control the lane you just get shoved in and your enemy roams on you. The fully upgraded hex core acts as your mana item and makes it way harder to just walk out of his ult. You finish it and rylai's and you can press R and the enemy mid either flashes or eats your full ult and dies.
