Neo impact is probably the best value card. it has the best trap currently (mirror wall), good equip spells and some ritual cards which are powerful in this format. Unless you want to make a water themed deck, in that case Age of discovery should be your pick.
It's worth noting that Ultimate rising and Age of discovery will be removed at he end of next month so if you're a card collector prioritize those.

For a janky OTK

Basically, you'd dump fortress whale for Skull Guardian, using Soul to bring back the whale, then you ritual out the skull guardian to summon the whale, which you bring back with Fulfillment and OTK. Hane-Hane is removal, Cage is for defense. The extra whale is discard fodder, which you can bring back with Soul.

You use the Beatdown skill to run over pretty much everything.

You can activate twister after enchanted javelin to destroy toon world/a toon monster to gain life points and negate damage. How can someone know which works while playing the tradition card game?

for example it doesn't work because shiens spy sends face up monsters to your opponent and thunder lord needs to flip for his second ability dealing 5k to even be online. Tho you can murmer in the forest it. So it's a 4 card otk if including simochi lul. It's exodia but without a limb for anyone that wants to playtest a slower exodia

It works good with Naturias(guardian and strawberry). They boost themselves to stay on the field while banner boosts their atk on your turn so they can actually get over stuff. Add equips too so they get boosted even further, and Riryoku Field to prevent your opponent outing them (their own equips(baou requires a discard but it can help against yomiship/4star ladybug/hanehane/floaters), block attack, murmur, riryoku).

Not that I know of. I would advise you to check out the decks on the wiki for some guidelines.

As for the importance you speak of, level 6 monsers are obviously better than 7 and up in basic decks. However, with more advanced ones this is far frome a rule. This is partially because of cards like Kaiser Sea Horse and Double coston being respectable beaters in addition to enabling big guys.
But far more importantly, there are decks like the current water deck that uses Big Wave Small Wave and Stray Lambs to get lvl7+ monsters with good effects and run you over. On the other end of the spectrum, decks like Dino beatdown do not even ever summon level 5+ monsters, not counting fusions. It all depends on teh deck you are playing and the support you are using.

The most important thing is for your deck to have a gameplan and be focused around it, as well as anwsers. If you want to use big monsters, build around getting them out or you get overrun by beatdown. If you want to play only lvl4 and lower, remember to include things that allow you to get over othe beatdown decks and remove big guys that manage to stick.

It works pretty well, actually. As long as I'm kind of passive with Relinquished, I can stop some meta decks by eating their top guy. I'll probably never get past plat, though. Grarl is still bae, but I might eventually drop it for another 1700+, but it's so satisfying to get him, a reliqueshed that just sucked up one of someones top monsters, and a 1700 with an axe out on one turn.
