A couple Thanatos rounds can do that.
More importantly, Body Expertise now works against dozers. On Overkill, the JP36 can kill one in about 8 bodyshots, and a DMR can easily 2-shot them (on auto).

Any alternative for full auto CAR-4?

I tried Falcon but single-firing heads is boring and ammo pickup is low

I also tried Clarion but it requires me to get surefire for acceptable mag size and body expertise since it has low accuracy

It plays the same way each time and there is rarely any sort of challenge outside of doing the same brain-dead objectives you've done on every other play through of the level.
At least on Loud you can feel like you're always making an impact, unlike stealth where a player can solo an entire heist on their own.
It's not fun being relegated to camera-duty or waiting for a drill to complete for 2 minutes while twiddling your thumbs.

Pick one, stick with it, enjoy a relaxing 500+ cop killing spree.

I love games where pubs don't know what they're doing so it just means more time to kill cops for me. HB Day 2, The Diamond, HM Day 2, FF Day 3, FWB, Meltdown, etc. I just never do objectives and spend all my time shooting cops. If they ask what we should be doing, I might make a suggestion but otherwise, I just sit there shooting cops all day while bagging/securing loot. Securing bags is the only exception to objectives I make because I like getting paid too. If I'm last man standing, they'd better wish we're playing something like Watchdogs because I'm going to sit through the entire assault wave by myself if I have to.

Also Safehouse Raid has a finite quantity of cops. You want high spawns at infinite quantity.

Which is like, Mayhem difficulty The Diamond or HB Day 2 with Sgt. Summers active but even then, the best I got was like 500-600 cops/hr.

If you want to finish 1000 hours of pointless grinding in a year, you need to distribute it over 50 weeks which is about 20 hours of grinding a week. The only people who have Robbedacop are cheaters and people who farmed it autistically while explosive spawns still counted until OVK decided that a mutator trophy shouldn't be affected by mutators and disabled Robbedacop with mutators.

But they don't? Sniper rifle is a assasination weapon, not a stelth weapon. So they're fine in their current use case - covering teammates and taking out high-value targets (specials). And from a logical point of view sniper shots on guards wouldn't raise an alarm BECAUSE there would be almost no sound... for the pager operator, far away you would hear a loud bang and I don't think any map except for goat simulator is big enough to make this realistic.

What you could do is actually make silencers take different amount of threat (aka noise) to a point and have special weapons/mods (like silent barrel for car-4 and a new silent upper reciever) to reach 0 (absolutely no noise). Real life guns have a sound even with a silencer just voiding anything because pieces of metal smashing against each other inside the gun.

This is how weapon mod card drops work:

First the game checks if you have 2 or more of any weapon mod acquirable from card drops and reject those in the loot roll. The game will then randomly give you a weapon mod if you have 0 or 1 of it. Unless you have 2 of every single weapon mod, then the game picks random weapon mod.

The way I farm stat boosts:
1. Make sure you have less than 2 of the desired stat boost
2. Disable all DLC by unchecking them in Steam
3. Get every single non-DLC weapon mod (might take a while)
4. Use offshore payday and choose weapon mod as preferred loot
5. ???
6. Profit
