And since they're low on teammates already, they negotiate towards them being hired as muscle/demolition agents, for the sake of filling numbers.

Random also lets anything happen. You could get kings row 50 times and it wouldn't violate a truly random algorithm. You have to modify the algorithm to suit the needs of you client/players (e.g. take the map that was just played out of the pool of random maps to pick from until all have been cycled through).
