Sometimes torb can be good against pharah situationally, specifically in situations where you have a spot to place your turret where she cant snipe it from long distance. Usually pharah shits on torb turrets because she can just snipe them from outside their range, but if she gets put in a situation where she cant hit it without getting within range then the tables turn because its constantly locked on and she cant just dip and dive like normal, she actually has to get behind something. This can work on Point B anubis, inside the castle on germanyland, a few others. Again, this wont work in every situation and usually the go to pharah counter is le hitscan but in some situations torb can paradoxically be effective.

Pharah does 44 splash damage, so Symm dies in 5 shots if you can't hit her, 2 if you can, and 4 kills her generator. Also, LShift gets you completely out of her range, and you can spam rockets into her microwaves to take out masses of turrets at once.

Reaper is also good, if your tracking is solid, and worst case you can wraith form back to your team.

He's the most fun healer to play because of his mobility and occasional boops, but at the same time, if your team is getting no kills, you just hit a dead wall and it's frustrating. I have a like 25 hours with him in QP, I've played him all three seasons too. If you want to win solo you're better off going zarya, rein, roadhog or a DPS. Countless games I'm playing amazing as lucio and my team is just stuck in limbo getting no kills.
