This is actually a vanilla bug where sometimes if you save at the wrong time, a pawn might be starting to do a bill or something, and it fails to load. You need to look in the error log, find the pawn who is bugged out, go into the save file with a text editor, find the place where their current job is, then find a pawn who is wandering and copy the wandering pawn's job over the bugged pawn's current job, then reload.
Also, keep multiple saves.
