On the one hand they bothered to research various dance styles, handpick dancers for every character to make sure it all fits their personality and then came up with different interaction for every partner available for the song.

To be fair no other character needs more development and/or explanation for his past actions than Goro. His death is still ambiguous. A DLC or spinoff will certainly include everyone else but people are going to want more focus on Goro.

All spin-offs we got so far focused on all characters fucking around with each other and trying to solve a new character's issue on the side. Why exactly would Goro's popularity suddenly make it so every next expansion or spin-off would be about him?
He doesn't even show up in the CC collaboration despite it having a story mode and a gatcha to roll for characters without spoiling anything.

Because they are retards. Atlus has never mind popularity to that point.
P4's most popular girl was Naoto and none of the spin-offs particularly catered to her. Instead we got one with Rise, the girl nobody cares about, as protagonist.
P3's most popular character at that time was MC, yet they didn't include him not even as non-canon DLC, and instead had Ken, Yukari and Junpei who nobody gives a fuck about.
In fact, going by the early P3 popularity polls, they made Aigis FES protagonist when nobody gave a shit about her.
If they really didn't want to kill Goro forever, we will see whatever they had planned for him. But if they did want to kill him off, then this is will be the last fujos see of Goro, unless there is another PQ with time hijinks.

It's not the popularity, it's the fact that they left Goro as the only main character who was important to the plot and still had potential to be developed beyond what was shown. Same with Aigis, she was important to the plot no matter what people thought of her and that's why she was the protagonist for the Answer. He was supposed to only be a DLC in Ultimax too but they had a crazy Adachifag on the team and he wrote his entire part as fanfiction in his spare time and the others just said fuck it and threw it in. Ultimax was also the worst spin-off story and sales-wise.

All Hashino's Persona are full of characters who are important to the plot and have potential. And when it comes to rivals, Goro is already the best they have done. I mean, P3 had Strega, Ikutsuki and Ryoji. Everything all of them was a couple of lines about their motive and everything else was out of nowhere and because plot.
P4 had that random dude in the gas station and while Adachi was around for longer, his motives where out of nowhere.
Out of these the only thing they fixed after a shit ton of spin-offs and remakes was giving Adachi a S.Link.

I'm not saying there aren't reasons why Goro should get more shit. Just that there aren't reasons to believe it will happen, because up to now, nor popularity, nor potential are things Atlus gives a shit about.

I'm not that hung up on him having to face Shidou because he suffered too much from that bastard and for once he lets go of his loner attitude and has people he can rely on. What will Shidou tell him that cognitive Goro didn't already? And shadow Shidou already knew what Goro was up to. I just don't think it's necessary anymore for Goro to face Shidou, though that's just me.
