The most notable one is probably m1zuki for his consistency and quantity of translated games.

Other than that there's u-ray who seems to be doing well, and an army of partial translators a la yugifan/yun-ah/elfloren etc.

RPGmaker games are relatively easy to make and the cost-benefit ratio favors the maker. If they are actually making a proper HRPG game make them at least more immersible and have really good writing. What I hate the most are linear RPGs that doesn't give players enough freedom on how they would play their character and cookie cutter turn-based battles. IMHO the saving grace for most HRPGs is the choice to end the game while your character stays virgin and actually having an engaging battle gameplay.
