if you're mid, you don't need to do much, but if you've pushed up your lane or something you can go help your jungle/top kill him

basically you just ignore singed until it's convenient to deal with him. your top laner is hopefully a champion that can clear waves with sustain so they can just farm until singed presents an opportunity for him to die. if singed proxies the mid wave, this is actually fantastic for you as he'll be cutting his own team off of farm. singed doesn't scale with gold at all.

i have a 100% winrate in ranked against singed as renekton, he's really easy to beat. just treat him like you would a bratty child, and don't give him the attention he wants

Aatrox is the only character that provides literally nothing to the team.

I can think of plenty of "bad" champions that provide at least something:

Kindred:

Ultimate still provides insane utility under the right conditions and a very strong 1v1 potential.

Azir:

Get him to late-game and destroy the opposition. Until then, good zoning and utility.

Ashe:

One of the few ADCs with an engagement tool, much less a global ultimate. Solid kiting power as well.

Aatrox doesn't have the luxury of being anything like those champions in that he literally provides nothing.

Compared to other champs, he seems pretty balanced to me. I don't understand what you mean by feast or famine. He doesn't particular need to snowball to be effective, and if he loses lane(not feeding) he scales up. He has good and bad matchups, and has defined strengths and weaknesses. He has a simple kit, so he doesn't require good mechanics, but instead good game knowledge to win games. His teamfighting is shit, but that's a weakness for melee carries in general.
