I think what sets Goro apart from Yosuke is that with Goro the moments are never played off as a joke or like something that makes the character uncomfortable the way it did with Yosuke. Okay, this might sound crazy but does anyone else feel like Atlus used the fujobait to hide where they were actually going to go with Goro's character? I mean, it was pretty obvious just from the pre-release stuff that Goro was designed to appeal to the female audience and to create that rival dynamic that fujos go nuts for, so I admit that before the game released I thought I understood his purpose well enough already. Then, even though Goro cozied up to Potter suspiciously fast, opened up to him and no one else, delivered lines like "if only we had met sooner," etc, all of it seemed like just a case of gentle pandering and I never bothered to examine his behavior more deeply or wonder if his presence in the story might be more meaningful than just stopping by to make the fujos squeal. By the way I'm not saying that Atlus wasn't actually trying to do that, I just think it ended up serving that secondary purpose of making you think "yeah yeah, I know where this is going" so that they could later pull the rug out from under you. It's an unusual way of twisting your expectations, I guess, since fanservice is something you learn to not take seriously and then it turned out in Goro's case, his behavior WAS meant to be taken seriously.

It's all about the parallels between Joker and Goro and the subtle comments he makes to Joker. Soejima talking about how they are shadow and light, both being designed together as foils since the beginning, Joker being the only person Goro could connect to, Goro being a tragic character, etc. Yu/Yosuke pandering annoyed me because of Yosuke "but I'm not gay dude haha". Also, it's a boring ship and Goro is much better than Yosuke as a character. Still, many off my friends still like Yu/Yosuke, so I'm sort of the exception.
