Depends on what CRT it is. 31KHz+ CRT monitors are easy to get working on PC provided your video card still has a DVI-I port.

15KHz CRTs require more in-depth configuration, usually specific video cards and hacked drivers, and potentially a RGB to YPbPr transcoder if the CRT does not have RGB input.

No. Those either will have lag and/or they will force a single output resolution.

The correct resolutions have to come from the video card and output to the TV without being changed. A analog transcoder can do that because it only changes the color space of the signal and does not do any signal conversion.

No HDMI anything is going to work. The video card has to output an analog RGB signal through VGA or DVI for 15KHz output to be possible.

If you're serious about using a 15KHz CRT, then get a Radeon card compatible with CRT_Emudriver. CRT_Emudriver 2.0 supports up to HD 7000 series and works on Windows 7 and Windows 10 64-bit.

Looks like we fall into the categories of Nintendo maps vs non-nintendo maps.
Since nintendo abandoned theirs at the N64 and only picked it back up at the wii pro controller, dreamcast made the new standard which was copied by Xbox.

The source is that HDMI is a digital source and CRTs require an analog source. Therefore an external DAC would be needed in between to achieve output to a CRT TV in the first place, which usually means extra lag or lower quality. That's not even getting into whether or not a card allows 15KHz output with correct sync signals.

SP mostly does useless refactoring and code clean ups which don't really add any additional functionality. The end user doesn't really see it for the most part. I'm getting really choppy framerates and audio when trying to emulate on mGBA. I tried updating drivers and BIOS, but nothing really improved. I wanted to replay the original Ratchet & Clank trilogy, so I downloaded pcsx2 and got everything working.
I searched for optimal configurations for the games, and everything was going fine until I got to Metropolis.
Something really weird is going on. Emulator is at full speed, and FPS is constant (or that's what it says), but the game is obviously dropping frames and slowing down.
What's going on? Anyone knows how to fix this, please?

Having MTVU enabled notably boost the fps, though.

Frames still drop here, but at least it's showing up the correct speed and fps (80%, 50~ fps).
My technical knowledge is very limited, but I think this might be related to rendering distance. Any idea of how to boost fps? Lowering the resolution didn't affect the fps at all.

I've run into a bug with the Ishiiruka Dolphin build.

Certain post processing effects add this weird yellow tint after triggering certain events.
I had this bug trigger after entering Link's house on Outset, and just encountered it again with Komali's room on Dragon Roost.

I've tried with both IshiirukaFX and DolphinFX shaders in the Ishiiruka build, and both give a similar issue. Strangely, DolphinFX works as intended on the mainline Dolphin build, so this bug is exclusive to Ishiiruka.

Anyone else encounter this, and possibly have a fix?

I have a i7-3770 and only Zelda wwhd drops to 15fps at some points
Mario games run at 58-60fps for me

But I have a gtx 970 so yes in that case it might be your gpu

Cemu does heavy use of opengl 4.0 and 4.5

I have encountered it, and unfortunately the author of Ishiiruka has no idea what could be triggering it. Don't expect a fix any time soon.

A few reasons.

I don't like the way the Wii U version looks.
It almost completely did away with hard shadows, and a lot of the game just looks so weird to me with soft shading. Plus the bloom is WAY to intense. I like using some bloom, which is why I want IshiirukaFX to work properly, but I also like to see the game.
The HD texture pack and a shader suite like IshiirukaFX gives me, in my opinion, a better looking experience.

And I don't really have the hardware to run Cemu properly yet. I can handle Wind Waker HD at 30fps pretty well, but not with a higher internal res. Maybe it would be viable in a few months when I upgrade, but not now.
