I would put this in the mindset of "If I were Kodaka, who would die and it what order." I figure the third chapter needed to do something different, but not too different. Instead of there being two victims, why not have there be two killers? Given Monokuma's rule of the mastermind of the crime is the one to be executed, there is no reason why two people couldn't want the same things. Besides, the two of them seem pretty smart. They could have an alliance for whatever motive is happening at the time and declare Angie an easy target.
