Well unless using it will cause your dots to fall off.

It's the same potency as heavy shot but off the gcd and costs no tp. You always want to be using those procs in case you get another during your cast. If bloodletter's not on cooldown and that happens, you've just tossed 150 potency down the drain.

The DoT/buff tracking in this game is garbage because of PS3 limitations. You can not pull your DoTs away from the enemy bar, you can not individually change their size and you can't even see them if there are more than 30 debuffs up even if you filter to show only your debuffs.

The only problem is that if someone puts the same dot as you up, it sometimes won't display, but that doesn't happen in actual raids because nobody should be the same class anyways. Still a "bug" imo though.

It has nothing to do with multiple of the same DoT. There have been plenty of times where I've been the only BRD in a 24-man and I still can't see my debuffs. It is literally a limitation of displayed buffs coded into the game due to PS3 memory limitations. It only displays up to 30 and anything beyond 60 literally has no effect on the target.

Parsing can be sorta useful in raids.
in another mmo I played we found that to beat a boss the raid needed 24500 dps split between the 8, so if tanks were doing about 2k, then dps needed to be doing 5kish, depending on who did what.
now that wasnt a problem for my group, but pugging it we would always make sure we had ourselves in a parser just to make sure that we were pulling weight, especially if we were on alts or playing different specs and weren't 100% comfortable with that 'feeling' you mentioned.

but for most circumstances yeah, parsing is irrelevant.

I think one main reason it's seen as cheating in XIV is that enemy health numbers aren't normally displayed so getting that kind of 'illicit information' is seen as cheating.
