As soon as you hit level 19, the first two of several dungeons become available to you, and another two become available at level 30. But with how quickly you level through questing and receive gear through questing, you would do better with your time by just questing and ignore the dungeons.

Levels come so quickly and arbitrarily anyway

you should be focusing on economy first and foremost so you can create a foundation to fund your character

you can hit level 30 in <2 hours, that is enough questing
