her e is the second most useful part of her kit, it silences enemies. it also has a slow, but that doesn't proc until the glyph vanishes, pretty important to keep that in mind. i like using her e to herd enemies to one side of the lane, where my adc can wreck them, and i can maybe get in a self-heal with my q.

learning how to predict where they're going to run and smashing them with your q for hella damage and heal is really important. if you're good you're hitting both enemies in the lane and just not dying because of the abundant heals you're getting off them. if the opponent is good you're kicking back and healing your adc.

don't build tanky, she's going to get wrecked by characters like darius and yasuo no matter what you do so it's best to go full ap.

i like taking the earring first instead of potions, i always rush eye of the nomad.

learn to time your global heal well, watch the hp bars above the mini, focus on watching the mini in general.

if you play soraka right your teammates can survive something like camille's rapecage due to a combination of healing away the opposing team's dps and simultaneously preventing them from using anything but their autos.

i like maxing her q and w. if you don't max her w you will end up doing nothing in terms of healing towards even as early as mid-game.

i like playing as her a lot, i'm fond of support in general but soraka is just a huge annoyance to your enemies. if you play her right your adc just won't go down.

Now just practice with what you feel is good on him and he'll be good. But for items, Rush sightstone. Redemption and Locket are core (like every support now) and Knights vow is good but not good enough to build over either redemption or locket, so that's an item you usually don't build. I like taking windspeakers on him, but I do see people taking Courage and being good with that too. Just really learn how to land the stuns and make sure to lower those cooldowns and becareful with mana cause his Q can use up a lot more mana than you think.
