It's a bit more complex than that. Have you asked your villagers what they're wanting for Toy Day? They give two descriptors, a color and a type. After you've got your list, you'll find him walking around after 6 pm. Make sure you're wearing a full Santa outfit when you talk to him to start the event in earnest.
