Well, there's a bunch of different approaches to this question.

First, we can say that monsters are anatomically correct for whatever the heck they're supposed to be. Thus, the binosaur doesn't have a pusspuss, but a cloaca. However, this causes problems when we look at monsters like the skeletons, or, Vulkin or Tsunderplane, that are based on inanimate objects, and who would need to reproduce SOMEHOW, combined with the fact that monsters seem to be considered one 'species,' which implies crossbreeding is possible, which in turn implies compatible genitalia.

Second, we stick human genitals on every monster, in which the binosaur DOES have pusspuss. But then we run into the skeleton issue again, not to mention the fact that a bunch of monsters run around without pants without their massive monsterdongs running around, so I'm not too sure about this one.

Third, monsters have their own set of genitals, or alternatively, have none, in which case the binosaur has cartoon animal anatomy and is just totally bare under that lab coat. Probably some weird soul crap going on with that.

The only real person to shit on Asgore is Toriel who is bitter as fuck because of everything that went down, though I think she was overly harsh I take that as a part of Toriels character. In the TP credits his people are finally free, the monsters have fully integrated with humans (we assume things are going well there), hes probably no longer king and hes doing what he loves. Also hes still friends with Undyne and Alphys and probably hangs with Papyrus at least since hes seen trimming hedges based of him so its not like everyone ditched him to be alone forever.

I mean yeah him and Toriel getting back together isn't a thing that happens on screen (though your free to headcanon that it does like in Crocs works I do) but its shown that the two are at least on okay terms since hes working at her school.

Asgore got about as happy of an ending as can be expected and it always surprises me when people assume that everything sucks for him forever.

Finally, going by Mettaton just taking over Hotland and the ending where Alphys says Toriel 'really turned this place around,' it seems he's perfectly content to let the populace just do whatever the hell they feel like rather than actually try to rule.

Say what you will about Toriel, but Asgore's not a man you can hold up to any responsibility.

Asgores problems are that everything he tried to do fucked up. His kids fucked up, bis wife fucked up, his scientists fucked up. At what point is Asgore culpable? He is a stupid man making the best possible decisions he could. Including not going to the surface with the express intent of murder. At least his way, there's plausible deniability that he didn't want to murder people. It happened as a matter of course. Every step of the way Asgore did what he could to help people. Even as he struck down child after child, he did it for the underground. Why judge this man? Because his decisions ended in tragedy? People make mistakes because we aren't omniscient. We can't predict the future and we are ignorant of a great many things. Be hopeful that someone may judge you for your misdeeds. Better suffer the pain of regret than to live in fear of it.
