Vel'koz is healthy, the problem is that there's no reason to pick him. If he has healthy play patterns then they really want to give him a niche so that he'll actually see play and we can see his neat Q's and R's in competitive games. He's pretty much safe to buff because players learning to dodge his abilities means he still would never truly become broken.
