It's not as if Makoto is a nun. She's very uninhibited. By her own comments she enjoys going out and, despite some fans claiming she's a lesbian, also has a clear interest in men that she openly expressed when she saw Jin at the academy. It would be perfectly in character for her to get drunk and end up having a one-night stand that she regrets and likes to pretend never happened.

Kagura is crass, but there's nothing that proves he's a liar. Though admittedly no evidence will ever be shown proving that Makoto has had sex, since a number of fans seem to get infuriated at the idea of Makoto not being a virgin. Still, I think not being one fits her character more.
