Dead Ringer Balance Suggestions:

Decrease volume of decloak
-While this was a good idea for the DR's inception, the general player's ability to pick up on and immediately react to this noise has made it a major detriment to using this weapon. While these detriments were offset by the DR's current design, I believe the proposed changes will limit the DR significantly and make it extremely difficult to be used as a tool of infiltration. Rather, Spies will opt to use this item when playing on the front line with their gun as the risks of decloaking in enemy territory are too profound being unable to recharge at a reasonable rate with half the enemy team swiftly closing in on you, especially in smaller maps like Turbine. I believe my next 2 proposed changes will offset the lowering of the DR's volume and keep it viable while not being as obnoxious to play against as it currently is.

Allow charging cloak on dispensers (and possibly destroyed building metal), but not ammo pickups
-Dispensers are very often placed in areas surrounded by the Engineer's teammates. Being able to stay near one for more than a brief moment without being fully cloaked would take a significant amount of game sense or a significant amount of luck on the Spy's part. I believe the Spy deserves a reward for being able to infiltrate the enemy's ranks in this manner. In addition, I believe the Spy should be rewarded for successfully doing his job as he is with the Diamondback. Destroyed building metal should continue to refill the Spy's DR cloak (albeit at a lowered rate), while ammo pickups should not (although the Spy should still be able to steal them to prevent the Engineer from using them).

-The Dead Ringer is currently an annoying weapon to fight against. Even when it's obvious to the player that the Spy has activated the DR, he can use it at virtually any time as a get out of jail free card and make a beeline towards the nearest ammo pickup to refill it and activate it again within seconds. I believe my proposed change will not only make the DR less annoying to fight against but make feigned deaths more believable yet more risky almost paradoxically. The Spy will be required to be lowered beyond a certain health threshold meaning he can't just activate it whenever he pleases which increases his risk of taking fatal damage, yet at the same time because the Spy has taken so much damage prior to activation the attacker may believe the Spy has actually died.

In Summation:
-Because the Spy didn't drop dead after taking 10 points of damage and there is a quieter decloak sound, the enemy team is more often tricked by the Dead Ringer than they are currently and won't attempt to pursue as vehemently.
-Because the Spy can no longer activate the DR whenever he pleases, he takes greater risk in the initial activation and becomes less annoying to fight against.
-Because the Spy can no longer pick up ammo packs and must rely on dispensers or building saps, his risk is increased and he is rewarded for being proactive and accomplishing his role.

The sound should stay, allow to only get a recharge off of dispensers or resupply, and should have a timer (say 15 seconds) even if you have a recharge (less it was from resupply) to prevent spies from using it.

With the fact that you HAVE to rely on dispensers (especially if you can't pick up destroyed building metal), I think the sound is now way too high of a risk in the vast majority of situations. Not only are people going to be looking for you often (even if it is less than the current design hypothetically), but the sound is going to tip off anybody else that didn't already hear them call spy over voice. It's already risky enough to be shitting around behind enemy lines with only a disguise. Combine that with the proposed YER changes and the retarded spawn wallhacks that will never be removed and the DR is just kinda fucked.

Solemn Vow is ostensibly banned because in competitive play, one of the skills Medics practice is "Uber counting", ie: keeping a running total of the enemy Medic's Ubercharge in your head, based on when they last died, how much Uber you have, and whether they've been getting crit heals and healing efficiently.

Solemn Vow pretty much removes this skill by letting you see the health and Uber of enemy players outright, for no downside that matters (Oh no, 0.08s slower swing speed,) so it makes TF2 marginally less skillful. It also takes away a job that Spy can do, since seeing enemy Uber is normally Spy's thing.

However, 6s players already have an app that lets them count Uber anyway, Uber counting in itself isn't really that difficult, and Spy is shit anyway and Solemn Vow doesn't really impact his viability.

So the real reason Solemn Vow is banned is that, according to their own TFTV post, http://www.teamfortress.tv/41213/may-global-whitelist-changes they aren't sure what it will do to the meta if they unban it. An irrational fear? Probably.

I think the sound is fine. And being able to either wait for your next feign or hang by a friendly/enemy dispenser is good enough. Being able to fake your death and have super ARMOR during the entire duration is maybe too powerful of a tool. Now we won't get spys just circling round ammo pick ups for days and speeding around.

Don't try and tell me that 99% of the playerbase doesn't find Heavy boring as fuck. Or that Engineer can't cause stalemates at the drop of a hat once you get 3+ in the same room.
CTF used to actually WORK as a competitive mode in TFC. This was because although Engie and Heavy were as powerful on defense as they are today, every class (including Engie and Heavy themselves) had powerful anti-defense grenades, and the Medic was ridiculously offensively mobile.

But today in TF2 there is nothing to balance out the defensive element of Engie and Heavy. Which means all the symmetrical 2-objective game modes are simply broken and unplayable. So if we're not bringing back grenades and bunnyhopping, then Engie and Heavy need to be less defensive and more offensive.
"Defensive classes" is a bad design which locks players who enjoy those classes out of the game 50% of the time, and ruins symmetrical 2-objective game modes for everyone else.

Stack 6 Engineers in the same room, with their Sentries evenly spaced out, and tell me that again.
Just because Sentries aren't literally indestructible doesn't mean that Engie isn't very strong on defense.

The lv3 Sentry is a 215HP aimbot (second highest HP in the game), that never misses, which heals for 131HP/sec, which has the second highest DPS in the game (578DPS), and is immune to all critical hits and status effects except being Sapped.

And that's all before taking into account the Rescue Ranger (which can whip away a Sentry just before it's about to die so you can redeploy it somewhere else), and the Wrangler (which makes a Sentry 66% tankier and removes the range restriction).

Stock Heavy is not useful on offense 99% of the time, no matter who is playing him, in all two-team symmetrical game modes. If you're talking about Highlander they only run Heavy there because they're forced to, and besides, we don't balance TF2 around HL.

When's the last time you've played 5v5 OvD ctf in TF2? Probably never. Of course you will cause stalemates with 3 engineers with sentries in one room. CTF only works with limited classes.
Not saying that you're wrong about not having a stronger offensive would help TF2 CTF, but you never used engi or hwguy in offense in TFC and you usually had a limit on them.

It's simple, just balance it for 6v6
12v12 pubs will still work if the game is balanced for 6v6, and there's not that much that needs to be rebalanced for 6v6 to work anyway
Medic, Pyro, Engie, Heavy, and Spy need medium-sized tweaks, and 24 weapons need rebalancing. That's it
