Starting this month, new Link rules come into effect that change the game's rules completely.
Here's a summary:

It's really 50/50, I can see someone shitstomping characters like Yuma and Yuya and even Yusei with full on lockout decks, Jaden seems to have unnatural luck but isn't too bad, but he also seems to have very random cards (then again they all do have those odd cards, Yuma probably being the worst offender with no less than 4-5 archetypes in his deck.)
Atem would be a challenge since he can pull any card out, but seeing the movie, he's not completely unbeatable, just a massive uphill battle if you can't respond to everything.

See, the problem is also that like every Hero World deck, gauge is a big factor. Yeah, there's Hyper Energy, but when you already have to pay 2 gauge to transform (or call it as a monster and risk it getting destroyed more easily) and then pay an additional gauge for the abilities, it adds up. Even with Cybernetic's in-support to get gauge (Protocol) it forces you to choose between more gauge or less available soul for Netman. Not to mention any sort of way to destroy monsters before battle (which I think everything I mentioned except Prisms has) just shuts down XV completely.

In principle a 1-star monster just signals that the monster is weak and it's just in flavour. But it allows for cards that apply to some levels and not others, e.g. a card that can only affect "weak" monsters.

Yugi's Magnet Warriors were horrendous. 3 one-off cards in a 40 card deck. All have weak stats. Their only use is their ability to combine into Valkyrion. Which is a 3500 beatstick that dies to anything. Big, hard to summon beatsticks were never good since Trap Hole, Dark Hole etc. could easily get rid of them.

And Dark Magician is a single card with maybe a couple searchers. It, too, was above all else inconsistent.
