I remember during the 2000s, when the only VNs we got in English were shitty eroge brought over by companies like JAST and G-Collections.

Right around the time the Kimi ga Nozomu Eien anime came out people asked about the possiblity of localizing the VN (this was when anime adaptations of VNs started getting popular) and one of the companies, I think G-Collections outright said that they had looked into it but the creators wanted so much money for the license that they never would have been able to recoup it. It was a similar story for pretty much every other "big" VN, which is why we only got generic eroge crap up until fairly recently.

Its easy for a westerner who isn't familiar with visual novels to look at one and say "this is all text! this isn't worth xxx" but translating that much text is not a fast, or cheap, process.
Some of them rival the entire lord of the rings trilogy plus the hobbit books in the amount of text they have.
The translation of that much text, plus finding and replacing every line of text in the VN while dealing with the authors autistic way of programming, it just isn't something a ragtag group of weebs can knock out in a week.

Not to say that all VN's are worth $30 or more, certainly not.
With the trend of VN's lately numerous shitty ones have been popping up on steam seemingly hoping that the people who read them will buy any of them no matter how shit they are.
