The best weapons usually end up being quality after Demon Souls. Dex get katanas but those are kind of scummy.

You are good on Vitality for now. Top off endurance and start pumping vigor (I keep confusing which stat is vitality and vigor.)
Scaling sucks in DSII and Dex scales even slower than strength to compensate that it also increases bleed and poison scaling.
If you get hit while rolling a lot try for 100 agility otherwise think about getting a weapon buff since you have all that intelligence. Maybe add a few more slots then focus on topping off your Dex when you feel comfortable and want a tad bit more damage.

I prefer games where arbitrary stat requirements don't determine my ability to wield certain weapons. I prefer games where I can use any weapon I find without needing to meet stat requirements.

Everything else was a skill/bloodtinge or a quality weapon, including the Stake Driver (being a quality weapon)
Both, always both. Hit hard, hit swiftly. No access to any sort of magic, but with a little ingenuity and proper equipment, you can get through any situation by merit of your wits, and good old fashioned steel.
Quality builds also tend to look nicer by merit of not having to use either a spindly little katana/rapier, or a stupid anime popsicle greatsword.

Rapiers are rail thin thrusting swords primarily used in dueling, and rarely outside of unarmored dueling, due to not being all that substantial in a fight against opposition with either armor, or friends. If you want you use a thrusting sword in serious combat, you'd use an Estoc, which is built differently to accommodate.

The manner of steel used back then on swords did give leeway, yes, but not enough to bend 360 degrees.

Im not saying DS1 was completely different because it wasnt, but you at least had the stamina to get more hits in and generally do more with the fights. The waiting recovery periods in DS1 were much, MUCH lower than DS2, and that even applies to hp recovery. The reason DS2 is harder is because all the player-side mechanics take for fucking ever compared to what the enemies' response times.
