Not him, but turn based itself is a little meh for forward planning. Press Turn (from SMT) and ATB are just evolutions of the totally turn based format. Some games pull it off well (Dragon Quest being a prominent main stay of the formula), but others use it as the absolute basics without expanding it (Neptunia)

The phrase "widely praised" isn't accurate, anon. Only people who are super hyped for this game already are going to pick up the demo. That they'd like it, whatever the fuck it was, is not a surprise. It'd have to be literally unplayable for that not to be the case.
It was being developed on in 2006 (original concept), 2007 (gameplay/concept work), allegedly on hold in 2008-9 (likely concept and design work), worked on in 2010 to present.
I'll wait for a video before calling this good or bad. I'd rather they just have one battle system with different difficulties, but this could just be like the Active/Wait system in the older games, or to compare it to another action game. DMC4's Auto mode.

Actually it started full development in 2011 or 2012. Before then some of the XV team helped out with XIII in their spare time and then ARR's development put pretty much everything else on hold.

It seems to be a consistent trend that people who are complaining about XV have a fundamental misunderstanding of the Final Fantasy series.
IV introduced ATB. X did not have ATB. ATB means that enemies do not have to wait for you to take your turn, but rather for their own invisible meter to fill, thus changing the system to a more action oriented style where quick thinking is valued over tactical planning. Turn-based and ATB are mutually exclusive, you can't be both.
I bailed out of FF with FFX-2. That game fucking broke me.

It's a trainwreck in progress. SE has really been struggling from all the problems with AAA game development the last decade. In some way they epitomize the issues with the Japanese game industry too.
And yet concept/screenwriting/art/characters/etc aren't part of development? They're "pre-development"? These vital parts of development aren't considered part of the development cycle?

The development cycle encompassed everything from inception to release.
Full development is when they're like, actually making the game happen. Syory drafts, character designs, base concepts for gameplay, teaser trailers, that's all pre-development.
Full development is like when you're actually making the engine and doing models and animations and making the game come to life from the ideas in pre-development.
Yeah DNF, & XV were being developed in spurts when they felt like it. But the way /v/ would tell you, the game has been in full active development for a decade, & SE spent 9 digits on the game already.
Prototyping is a completely different thing from alpha development.
Prototyping is when you use some shit like game maker or unreal engine or even just make mockup animations in blender to showcase gameplay and then you test to see if it's fun or even just feasible.
Alpha development is when you have most of the base of the game done, you just need to refine the engine, remove bugs, add QA, finish polishing artwork and levels and do some other shit like maybe finish a couple of areas or tie in a few additional quests.
You prototype before you actually "develop" the game, usually it's used to show it to executives and higher ups to get a greenlight with the project, then you get assigned resources and a team of people to start actually working on the actual game.
It's not just /v/, it's the way Final Fantasy fans are. If it doesn't play like whatever their favorite Final Fantasy game played like, it WILL be shit.
Personally I just wanted difficulty settings, but the action/casual mode might not be a bad thing.
