It was a game that required electricity in order to play it at least with later versions of video games. Why wouldn't it be considered a video game just because it didn't have a display, but instead had lights and sounds as well as several electrical mechanics to make work. A TV is nothing more than a matrix display itself that displays lights with different colors. Just pinball is rudimentary compared to a TV.

This game is way older than the Odyssey and older than the vector computer that played that one game on the circle display.

A pinball machine is a physical thing and is literally the image, rather than a reproduction of an image. Later pinball machines have screens that display your score and sometimes have moving pictures on them.
I would argue that the score screens are indeed videos. It's harder to say that the scores are video games though, since you have an indirect impact on the score.
