Because high ranking members aren't mindless. Arthas, Ner'zhul, Kel'thuzad, All those demon dudes. They all either have complete free will, or at least moderate free will like Anub'arak.
Whats the ultimate goal of the Scourge anyway? I mean, their plan is to wipe out the living but what happens after they do that? Its not like they'll have trade or economy since everyone basically mindlessly follows the Lich King. Its not like they have a prosperous goal that they are fighting towards. What will they do?

i was. i loved dota at first but than, i realized all the other games that i loved, slowly died off and everyone just wanted to play dota.

there were shit like Demons, Acolites, Liches, etc, who was actually not mindless. Basically you didnt have to be dead to be in Scourge, you just needed to be corrupted like Arthas.
It used to be to fuck up the world as much as possible before the Burning Legion invades. Later? Who the fuck knows. For the sake of being evil I guess.

The Ultimate goal of the Scourge was to weaken the living on Azeroth so when the burning legion invaded it would be a clean sweep with no resistance.
Remember that the Scourge was created by Kil'jaeden by turning Ner'zhul into the Lich King as a reminder of his failure.
To change every living thing into undead, thus gaining direct control over everyone.
Ner'zhul wanted to do this so he had an army when Kil'jaden decided it's time to fuck his shit up for treason.

why did arthes turn so evil after picking up forstmorne? you would think a man that sacrifices so much to save his lands, would just end up killing for the guy that ruined it in the first place.

no, because I never got the expansion, so dota never took off for RoC
Ner'zhul wanted an army so he could save his own ass once Kil'jaden decided to come and fuck him up. but after arthes got control, he just wanted to take over the world and become the one true king.
It would be cool if in Legion or a later expac we go to a different planet where the Scourge plan worked and it's just a zombie wasteland with it's own Lich King.
