there are certainly parts of the gameplay that could be described as fun. You might even enjoy the combat in small doses.

But the real draw is interacting with other characters and basking in that late 90's, early 2000 atmosphere tinged with night life and vampires.

Yes.
It's got some issues with some sections of the game and the combat isn't amazing, but these are both things everyone pretty much readily acknowledges.

But yes, it's a fantastic game. Probably my favorite, honestly.

There was a sandbox MMO in development for a while by CCP but was canceled about 2 years ago

Paradox just bought the rights including all the MMO assets that were developed before it was canceled so another game is looking pretty likely
