You "should" start at Legend of Heroes VI: Trails in the Sky First Chapter, if you're really serious.

LoH VI started the current "story" and established the continent and timeframe which VI, VII, VIII (Trails of Cold Steel), and eventually IX take place on.

You can play them out of order as long as you play them in order, within their own numbered entry lines like:

Trails in the Sky FC, SC, and 3rd make LoH VI, and should be played in that order.

Zero no Kiseki and Ao no Kiseki make LoH VII, and should be played in that order.

Trails of Cold Steel 1,2,3 make LoH VIII, and should be played in that order.

Since they take place on the same continent within the same 2-3 years, you'll get the most out of it if you play VI, VII, and VIII in that order, but you don't absolutely need to since each set of games is moreorless a new story that back-references earlier games.

Falcom don't do western localisations. Western localisations are all licensed to 3rd-party publishers.

So, when developing their own games, they only think about the market they serve first and foremost, and presumably don't sign VA contracts that allow global release for lower cost.

Since there is absolutely no guarentee a 3rd-party publisher like XSEED will want to localise Falcom games, they most likely don't agree to voice-acting deals that they themselves don't plan to do.

Osborne's an antagonist, but he's not nearly as horrible as the Society is at large, he's done a fair amount of good for the Empire at large, and he knows his business if nothing else.

Also Rufus is new regent of Crossbell but in Ao no Kiseki ending it say they fight against the invading force until they kick them out in two years claiming independence. So I guess that particular cast will make their move against Rufus.
