This. I am not an English native and I have really, really bad hearing, so much that I often need subtitles of games and movies dubbed in my language.
Games without subtitles are the worst.

I always have to leave subtitles on for games where people talk during gameplay, because other sounds/chatter/music/etc in the game just ends up drowning out what they're saying
If there are separate options for cutscenes and in-game, I'll leave on in-game subtitles and turn off cutscene subtitles.

Noticing this a lot in Fallout 4. Its nothing too big but some smaller characters are all over the place. One guy actually spoke the whole line out of order

I actually think KOTOR handled this well. Humans spoke english and aliens spoke their alien fart sound languages. And the cool thing was this really cut down on voice acting costs because they could use the same alien-sounding gibberish for every alien of a same species. Yeah, it became repetitive because you eventually picked up on how every rodan is saying the same CHEEKY BREEKY shit, but it's better than either having the jarring effect of only some NPCs being voiced, or having everyone voiced and having less dialogue to compensate.

Being hard of hearing only makes you depressed and even more wary of social interaction.
I can kind of relate. I can't hear well out of my left ear so people think I'm autistic because I'm constantly looking away slightly in conversations but it's just so I can hear them clearly

Bethesda has some top notch morons directing their voice work. What is the point of making two different voice actors say the exact same thing and add it to the game for two different characters? Completely takes you out of the game.

I'm half deaf so I always turn on subtitles.
Being half deaf doesn't usually bother me until I have to soundwhore in Counter Strike or something and it always sounds like they are coming from my left side.
I would love to make a game in space where every race speaks some made up language and you literally have to spend hours in real time checking in actual dictionary what they are telling you.
Imagine strategy meetings with you and your 5 crew members, all of different races. It would take days to get through the entire conversation.
Also, your character speaks Chinese, not English and there are no subtitulos or option to change that.
I can't even get my ass up to learn Japanese, what makes you think I would deal with your shitty game and it's shitty made-up languages?
Just subtitle the fucking shit then.

Glad I'm not the only one who thought of archive.moe and its shitty Moe images it would show whenever it went down at the worst possible time. There's a few decent alternatives for most boards but it sucks greatly that everything in the summer is lost forever and shit is taking forever to be imported from archive.moe for the boards that have that privilege
