I was actually thinking of Zhao.
There were other people controlling her but I think since she had the most direct involvement in the plot and was clearly designed to be hated by the player that she's the main villain.
She's not the main villain but for a segment lasting about an hour she is the focus.
and Nir is the main villain of the entire franchise
