Ubisoft announced Far Cry 4 like 1 or two weeks before E3 and came out the same year.

2 years is enough time, I'm sure it'll come out either this year or 2017 at the latest, with an announcement definitely happening this year.

Why do a lot of games like Watch Dogs implement fun side-missions but literally no gang presence outside of it?

The convoy and gang hideout missions are GOAT but outside of it there's really not much areas that have more than one random person mugging or trying to murder a guy or something.

this is good point, since the protag was only able to track them due to having access to ctos in the first place.

it would have been more interesting to see the cops show up before you to make an arrest, or sometimes be brutalizing a suspect, or decide to chase you instead. but then again, police brutality doesnt really make sense in a game where the protag is going to kill thousands of people before its over
