Garen excels in short trades. He's extremely susceptible to kiting - ranged champions can easily harass and poke him out of lane. If you're not confident in the matchup or with your kiting then just play safe ,attempt to freeze, dont die, focus on TP's and hope that your jungler comes and ganks (don't harass him about it though).

Play Nassus.
Stack CDR armor and some hp + Trinty.
Which is ironically the easiest thing to do.

Even if he kils you early 1-3 times.
Mid-Late game you can literally 3 shot him if he decides to be AD garen and if he is tanky just ignore him and 2 shot everyone else because he wont be ale to do shit to you to prevent you from squishing squishes.

Tham and Zak also work if you play smart.
