I never thought he actually had any of Zack's memories. He didn't have that shit transplanted from Zack's mind into his. Now Urban development/planning is essentially your classic SIM city builder. At the lower level they plan the infrastructure and location details of superstores, new office blocks and factories, at the highest level they construct entire cities around the things they need, the roads and transport they require, and the resources required to keep the city flowing.
So Reeve is in charge of urban development, for Shin-ra, in Midgar, a city that is a floating pizza replete with favela-level shanty towns full of sprawling filthy dying peasants underneath, protected from a crushed death by a singular fucking pillar and some clearly inadequate wires.
I am at a loss as to why this guy isn't in fact a major villain. He is clearly directly fucking responsible for most of what you're suffering in the initial game. It's pretty clear he's not even doing much good for the people above in midgar proper, as every fucking building seems to be covered in graffiti and the road system is a spaghetti nightmare pouring from the pockets of a GAME visiting neckbeard, and isn't even fucking FINISHED.
So in short: Reeve is actually a major villain of the story who uses a puppet to trick you into being his friend, for no reason. He is directly responsible for the death of millions. Cait sith in Advent Children is actually a different guy, because immediately after the ending of FF7 Reeve was tried for FUCKING WAR CRIMES.

Zidane was pretty angsty in certain situations too. There is a whole scenario where he's all "no let me be alone and handle this myself! you wouldn't understand!" that you could have swapped out with Disc 1 Squall and you wouldn't notice a difference. The difference is that Zidane doesn't go through these developments until like Disc 3 lmao.

Shinra obviously didn't care for how Midgar was laid out and thus why none of his fellow executives give a flying fuck for anything he does. There was even supposed to be a plot point that didn't make it to the final game, where he'd personally shut down the world's Mako Reactors to help stop draining the planet in the fight against Sephiroth.
Considering this guy became the leader of WRO, I guess either his loyalty change convinced everyone or barely anyone knew of his involvement in the creation of the things that started the whole mess in the first place.

Cloud got pissed when he saw Zack and Tifa knocked out. Grabbed Zack's sword and stuck it in Seph's back. Seph stabs him but Cloud manages to push him over the balcony until he passes out and Hojo starts experimenting on him and Zack with Jenova cells.

Midgar was President Shinra's idea, meaning that it was definitely built during his lifetime. It was also built after Shinra Manufacturing Works discovered Mako Energy(given how the reactors are integrated right into the design), meaning that it was build either after or right before Shinra changed its name to Shinra Electric Power Company.
Vincent says that he worked for Shinra Manufacturing Works. He also says that the reason that Hojo shot him was because he confronted him about the Sephiroth experiment and the Jenova project, meaning that this happened just around the birth of Sephiroth, who is 27 years old. So it was still Shinra Manufacturing, but they had obviously discovered Mako Energy at this point(because they reference a reactor in the Vincent scene).
So it seems like that narrows it down to Midgar being around 30 years old.
