Yes. Every 3DS that has the version of 9.2 and lower, so you have 9.0 so you're good to go, can use Gateway.

You can basically go on go.gateway on your 3DS to check if your 3DS can run it, without the carts. You just need the carts to run games.

I'm having a bit of trouble.

I've got Launcher.dat in my SD card in the 3ds, formatted to FAT32, and I've got the blank sd card in the white Gateway card inserted in the game slot.

My system version is 9.0.0-20U.

When I go to the exploit page in the browser, it just says there's an error and boots me back to the main screen.

As far as 3DS/XL/2DS models go, any version up until 9.2 will work. No systems beyond 9.2 of these 3 models are even being made, so you will have 100% compatibility on those.

Depends:
1) some games are 4gb. That means you cannot use your 2GB SD if you plan to put it on gateway flashcard
2) Smash REQUIRES a 4gb minimum 3DS SD card for unknown reasons, even if you have the game on the gateway SD. So if you do what you say, smash won't work for you.
3) you can theoretically not have a microSD on your gateway flashcard, and just use your 3DS SD, but then you will have to get your games as .cia installables, not straight-up drag-and-drop roms. Not a big deal, but an additional conversion step required for any new game you will play.

The problem with .3ds, is that if you want to go online with an existing save, you cannot do that. .3dz deletes the progress, so you have to extract the save, then make the .3dz conversion, and then inject the save back in.

With .cia, you will never have to worry about this. Any game will work. You dont need to know if a game even has online, let alone online features you MAY want to use.

So, it is objectively superior, as it has no drawbacks.
