Yes. He said it at some point after Other M, that's why her power suit kept vanishing in cutscenes. He also said that that's why she lost it in Zero Mission (though when the game was made it had just been fucked up from the crash, which is why she needed a new one).

Having a Zero Suit segment where Samus runs around a Federation City under attack or tracking down some rogue space pirates in her casual wear could make a cool tutorial level in place of the usual linear abandoned Space Station.

A whole game about it would be stupid though, unless it was some king of action game like Next Level Games was seemingly trying to do. If it had multiple playable characters like Samus and the other hunters, having an unlockable Zero Suit mode where she used her Smash equipment would be worthwhile.

Fusions world is ass but the SA-X sections are pretty tense on a first playthrough and it has better combat than most of the series. The game consistently has the best bosses of the 2D titles.
Super Metroid and Zero Mission are better than it, but it does have its own appeal and I can see why people who prefer tight action games would prefer it to the more traditional styled Metroid games.
