Purely counting polygons yes its still better than what can be managed in real time and there are other things that they're doing in the movie that we still can't handle like raytracing. However in the intervening years OpenGL Has gotten better and there are now techniques like tessellation available that can close the gap somewhat.
A modern OpenGL 4.5 GPU outputting to a 4k display can produce something that while not technically better than Toy Story in every regard can look significantly better than the movie.

You're right, he does. But that doesn't mean that the movie doesn't look worse than most modern games. The lighting is horrible, most textures really shitty - it's all extremely unnatural looking. It's very early CGI at its finest, which is disgusting but for whatever reason, most people thought it was impressive.
Overall modern games look better, but Toy Story still has a higher polycount.
Yup, but there are things like poly count, shadows and number of dynamic light sources, some hair and fur that will never be in such quality like in TS because it's not necesery. And people sometimes forget about this.
When it comes to particle effects and lighting toy story is still superior. Generally speaking there's lots of modern games with pleasing aesthetics. But they are still nowhere close to the level of even a shitty looking cg movie like toy story 1.

If you want a serious answer, wireframe topology has been refined quite a bit over the last decade and a half. I've seen HD remakes of some 3D games where the models look better but have fewer polys/tris when you rip them out. It's not the number of polys so much as how they're organized and the logic that you use.
If you're ever interested in 3D modeling, you should study the basics of wireframe topology if you want to get serious about it. Even so-called "professionals" have neglected the basics and justify poor topology with "well, these other guys did it."

The models, rigging, textures, environments, lighting and post processing effects are so much more complex and higher quality than in any video game. Some single aspects may have been improved upon but typical CGI is so massively complex that it takes hundreds of hours to render a single frame. Now ask yourself how soon you think it's going to be before a single, small machine at home can do the same but 60 times in a second.

the shitty 90's CGI really does a great job at making the toys look like toys, though. everything else looks like plastic shit, because it needed way more detail than what they could make back then, but the toys themselves which were the main focus of the movie looked legit, which is why it was such a success

Toy Story and Bugs life Are both early CGI films that took advantage of reduced graphical capability and processing power by using lots of plastics and cloth rather than skin and other more difficult materials to convey well. Hell, you can literally use the "plastic" excuse on nearly every early pixar film. Even monsters Inc. looked great except for the little girl.
Basically John Lasseter made good choice on movie subject. Sid and backgrounds are still noticeably worse than the rest of the models

Our grandchildren(assuming /v/ will ever have children) will look at CG movies and think they look like shit, all while movies that came out in the 1930's will be seen as "art". CG ages like milk, it looks fine when its released, but in 10 years it looks dated.
Snow White looks great, even by today's standards, it has a timeless charm to it. Toy Story by comparison shows its age, still a good movie, but looks simplistic by today's comparison.

Hand-drawn animation takes longer. It's simply part of the art. In addition CG animators are a dime-a-dozen these days. Plus, flash and other animation programs pretty much killed any additional interest in the art.

Many 2D specialists are still around working on feature films, but they've moved on to other roles like directing, character designs, animation supervision, or CGI itself. Also, CGI is also more likely to be costlier than hand-drawn animation but investors seem to be more willing to fund CG films for some reason.

Check out Ernest and Celestine, shows that animation can still be of worth. Thing about still backrounds is that they can look like paintings that stand on their own, cant do that as well with CG.

Not him but you can just google this shit. I'm a 3D dev and it's mostly about making sure as much of the model as possible consists of rings of square polygons that circle around the parts to be animated. Like you've got polygon edge loops around eyes, mouth, joints and so on. And then the tricky part is interlocking them so you don't get weird knots or pinches anywhere. It's tricky stuff.
The thing that comes closest is Kingdom Hearts Re: Chain of Memories. I have no idea why they decided to go full movie quality character animation in that game but they did.

Global illumination is probably possible in real time to some extent. It's just that nobody bothers using it, even as an extra graphics option on PC. GI was even removed from UE4 and CDPR decided not to implement it into TW3.

Pretty sure Toy Story 1 doesn't have GI or any decent form of indirect illumination. Look at the backgrounds, the shadows are very poor.
Lighting is in fact one of the areas where we've come farthest, aside from realtime reflections.
Where Toy Story is still ahead is poly count and, obviously, animation, which is the main area games will likely never catch up in simply because it's too much work.
Innocence had a good mix of CGI and hand-drawn animation. Can't say I liked the movie very much though.

No anon, they literally called Lego® and asked them for 3D models, then they added scratches and fingerprints on the parts.
Pretty much the entire movie is CGI based on what we know, though they did really create the physical models before making the digital ones, for the purpose of the live sequence at the end mostly.
It isn't hard to make photorealistic renders of plastic parts.
