You're also reading way too much into that post. All he said was that it was stressful, not scary. He didn't mention jump scares or Silent Hill. Maybe he's just not scared of animatronics? If something isn't scary to someone, then a horror game featuring that something is probably going to fall flat for them.

Jump scares are also pretty reliant on the game actually trying to make the player tense and anxious in the first place. Sure, a jump scare that comes out of nowhere when the player is totally calm is shocking, but it probably won't elicit as dramatic of a response as one that pops up when the player is already staring wide-eyed at the screen, heart racing and on the lookout for danger.
