They're mostly all pretty shit (minus the actual professionals), this is nothing new. It's improved since V1 at least, and 3 of the main 4 girls are very passable for what the show is. Yang/Barb lags behind because she doesn't have to do a voice like the other 3 so it's too easy to tell that she's just reading lines in a booth in a lot of scenes.

I have the idea that somehow young Yang and Ruby come under the care of deadbeat mom Raven and stepmom Cinder along with new stepsister Neo at some point (You'll have to remove Taiyang from this somehow so leave it up to however you see that happening).

Raven continues to be a shit mom and hates being a mom in general, she was just stuck with Neo because Cinder brought her along and Cinder is too bangin' hot to pass up just because of that. Cinder meanwhile manages to be a better mom just by comparison to shit mom Raven but also because she cares about the girls and her own daughter. Neo would be Yang and Ruby's new older stepsister and would get up to all sorts of shenanigans with the two younger sisters she now has.

Mostly stepsister Neo, and stepmom Cinder make this really appealing for me because of the amusement of the whole thing. Just think of all the ways Neo's ability to change her appearance could help the sisters get up to some shit.

The difference is that the Velvet scene didn't even need to happen. It started with the good guys needing to be saved by robots, and by the end nothing had changed. They could've skipped the fight entirely and gone straight to Weiss' summoning reveal and would've lost nothing in the process. That fight scene was entirely for the sake of making Velvet look cool, nothing to do with plot, no build up for anything else; just a whole fight scene devoted to a nothing character. In a show with a serious problem with pacing and giving screen time to main characters, I don't see how people have trouble seeing the problem with Velvet's fight.

It's an entire scene of "Look at this character, look at how cool she is" Of all the other pointless side characters and pointless fight scenes, Velvet's is the only one that is entirely all about one pointless side character. So yes, she's worse than SSSN, at least Sun has most of his scene's sharing focus on plot and Blake.

What the fuck is up with the writing in this volume?

All the episodes so far have little to zero story content or any plot moving forward except for bucketloads and bucketloads of talking exposition.
It doesn't help the dialogues are just bland and uninteresting chatter.
And what's worse, more than half of them are taken up by the companion characters instead of the actual member of RWBY themselves.

I'm now convinced that the latter episodes of vol3 were done by an outsourced team of writers or something because vol4 has impressively maintained a consistent quality of boringly bad.

An issue of planning that you might as well place on everyone involved in the story's planning.
They plotted out a story as a cohesive story and then chopped it poorly into volumes, not considering that they have all of 3-4 hours per volume to do what needs to be done, so the pacing has gone to shit. This isn't anything new, you're just not noticing that it's happened before because you're looking at volumes 1-3 in hindsight.

In reality, fuck all happens in the first 2 volumes and half of V3. It was pretty much all set up for the pay off that we saw in the second half of the third volume. We had character introductions and then Roman and the white fang being up to something, and then the reveal of who was actually leading the white fang and some hints about what the plan was--all of it was pretty much just "What is Cinder trying to do?" and then we got the answer.

But getting the answer reset everything. Besides the characters, most of the plot in the first three volumes was building to the fall of beacon, and now that's over and done and because we weren't told anything else about anywhere/anyone/anything else, we are back at the start where a whole bunch more setup needs to take place (Atlas is in questionable territory, Salem exists and her faction is gather the maidens and looking for a relic, ozpin is Orochimaru and going to possess a kid, Raven leads a bunch of bandits), etc, etc. This volume will end with something unimportant, much like Breach and the fight at the docks in V1. Taking care of an immediate threat and leading into more development towards actual meaningful battles.

tl;dr Monty and Co were dumb, and didn't properly pace how information about the greater story and world was handled, and most of our known information was completed and rendered unimportant by the end of Volume 3, so now we have to start building information again.

Oh my god.. You are absolutely right.

We're what, 3 years away from when the series first aired? And it kinda feels like we're barely on the 8th episode of a 24 episode series.

And the main characters have 2, maybe 3 episodes worth of screen time, with even fewer time focused on their development.

I'm pretty sure they chopped it up because they have so many stupid other pointless projects and webseries shows going on that they barely want to put more time in working RWBY then they have to. The writing is shitty, the episodes are getting shorter and shorter.
And everyone wants their characters to be relevant so barely anyone has screen time. Also I love Blakes dad. He's awesome.
