I think he is a good sub-villain, but the two problems with him are 1) after all his buildup, his moody/cool introduction and first victim, he is never a significant threat (until the last episode), and 2) the good bits are set way too far apart within the mediocrity of that stretch of the show.

When I was watching TP with the family (my older brother watched it years ago, only this year did I get the rest to join in the fun), it brought back memories to my mom back to her high school days, when one of her classmates was murdered under mysterious circumstances. She and her friends always suspected it was the girl's boyfriend, who (in a rather specific detail she told me) had long hair but a few days later at the funeral shaved it all off. She related to the other teen characters forming their mystery squad to try and solve the case themselves.
